Nope; it's a photography technique. By taking a long exposure, you can make wavy/tide water look like mist.
There weren't much waves, the stuff was too far away to make it look really misty, and there were no objects in the foreground that I could make look like mist much... but there's a hint of it, yes.

Wow that's such a cool effect, I have saw pictures like this before but I didn't even think it would be a long exposure effect. Really interesting! Wish I had a good camera to play around with
